answer can be said only after a question but we can reply for every speech of opposite person

If a person asks where is the White House and where is the Taj Mahal the replies will not vary and the reply will be White House is in America and the Taj Mahal is in India. The answers to questions which was already solved, determined, invented, stable is called answers.
If a person asks where are you going and what is the time now? The reply to questions between conversations which will vary from time to time and person to person and place to place and nation to nation is called reply. For example who is the President or who is the Prime Minister etc.
In short answer is common to all and reply is specific and particular.
